Massachusetts Residents Have Until April 30 to Apply for Winter Heating Assistance

Less than four weeks remaining

With less than four weeks remaining, Massachusetts residents can still apply for financial help with their winter heating bills through the Home Energy Assistance Program (HEAP). The deadline to submit applications is April 30.

HEAP provides grants that are paid directly to heating providers to help eligible households cover a portion of their winter heating costs. The assistance does not need to be repaid.

Why This Winter Hit Harder

The 2025 to 2026 winter season was notably harsh across Massachusetts. Boston's average temperature was 3 degrees below the historical mean, making it the 19th coldest winter on record. At 27.5 degrees, this winter tied with 2014 to 2015 as the coldest in 30 years.

The persistent cold drove up heating usage across the state, leaving many households facing elevated energy bills as the season winds down.

"Many Massachusetts families are still feeling the strain of this winter's heating costs," said Juana Matias, Secretary of Housing and Livable Communities. "With the April 30 deadline approaching, now is the time to see if you qualify for home heating benefits. HEAP can provide meaningful relief, and we encourage residents to apply now or help spread the word to someone who may need support."

Who Qualifies for HEAP

HEAP is available to both renters and homeowners across Massachusetts. Eligibility is based on household size and income, with household income capped at 60 percent of the state median income.

You do not need to be receiving public assistance or have overdue heating bills to qualify. Even renters whose heat is included in their rent may be eligible for assistance.

The program covers all heating sources, including oil, natural gas, electricity, propane, kerosene, wood, and coal.

How HEAP Works

HEAP is Massachusetts's version of the federal Low Income Home Energy Assistance Program. The state administers the program through local agencies across Massachusetts.

When you receive HEAP assistance, the grant is paid directly to your heating provider on your behalf. You do not receive a check or direct payment. This ensures the funds go toward reducing your actual heating costs.

The amount of assistance varies based on household size, income level, and heating fuel type. The program uses a benefit matrix to determine award amounts for eligible households.

How to Apply

Residents can apply online at mass.gov/heat or connect with their local HEAP agency at mass.gov/heap. Applications are accepted through April 30 for heating expenses incurred during the November 2025 to April 2026 heating season.

Local HEAP agencies can also help residents complete applications in person or by mail. Contact information for agencies in your area is available on the Mass.gov website.

What Happens After April 30

The April 30 deadline marks the end of the application period for the 2025 to 2026 heating season. Applications submitted after this date will not be processed for this winter's heating costs.

HEAP typically reopens each October for the following heating season. Residents who miss the current deadline can watch for announcements about the 2026 to 2027 program opening in fall 2026.
